ONE AUSTRALIA ECONOMIC EVIDENCE WORKBOOK Model version: OA-ECON-1.0.0 Workbook version: 1.0.0 Published: 8 September 2026 Format: UTF-8 CSV with one record per jurisdiction, agency, category and metric. PURPOSE This workbook is the row-level audit trail for the economic-case and economic-model pages. It is a collection template and evidence register, not an audited fiscal estimate. REPRODUCTION 1. Filter published_total_refs for the page total or input being reviewed. 2. Use only rows whose reviewer_status is independently_signed_off when constructing an official baseline. 3. Apply each row's transformation exactly as written and retain its accounting basis, reference period and limitation. 4. Illustrative_input and collection_template rows may be used for sensitivity analysis, but must remain labelled illustrative and must not be promoted to an official baseline. 5. Record any changed source, value, transformation or status under a new workbook and model version. Never silently overwrite a released workbook. RECORD TYPES illustrative_input and policy_scenario rows are the exact versioned defaults consumed by the two calculators. derived_illustration rows reproduce the default outputs and name their input row IDs in the transformation field. official_baseline rows contain published official anchors with independent publication assurance. collection_template rows are blank agency-by-agency collection fields for future evidence gathering and are never treated as zero. MODEL FORMULAE economic-case annual dividend = service base × reduction rate + machinery-of-government dividend economic-case payback = transition cost ÷ annual dividend economic-case cumulative net = annual dividend × analysis years − transition cost economic-model sector dividend = sum(sector service base × sector efficiency rate) economic-model government dividend = sector dividend + property + ICT + procurement economic-model wider benefit = compliance + mobility + infrastructure SIGN-OFF RULE An official baseline requires reviewer_status=independently_signed_off, a named independent_reviewer and review_date. Blank value cells are deliberate collection fields, not zeroes. TRANSITION DEFAULTS The economic-case page uses CASE-IN-TRANSITION at $18b. The more detailed economic-model page uses MODEL-IN-TRANSITION at $23b. They are separate named scenario parameters, not conflicting observations, and may not be substituted for one another. COVERAGE The workbook includes workforce, expenditure, property, ICT, procurement, transition costs and service baselines. Its agency collection rows span the Commonwealth and every state and territory. Additional agency rows should follow the same schema.
